On any other man, that kind of make-up would look really odd. On Kefka, it looked fitting. Not that Kefka wasn't odd. Even before his infusion with magic, he'd been eccentric. After the infusion... ...The stress of the infusion, combined with malfunctions in the system, had driven Kefka crazy. Even though he wanted to, Leo couldn't deny that. Which is why Kefka's make-up was so fitting. It was like the bright colors of a poisonous serpent, warning people not to get to close, or they'd get bitten. And unlike other poisonous animals, Kefka was susceptible to his own deadly poison.
